I think all "within earshot" shouts should be changed to function as the following, for many reasons:

"Shout. All non-spirit non-paragon allies within earshot..." [Even if you are a paragon, the shout will still effect you- just not any other paragon allies!]

The same exact thing for chants.

Why?

-Prevents synergy with spirits.
-Prevents paragon teams from being overpowered.
-Makes paragons usable in places such as AB.
-Makes paragons effective in missions with allies.
-Allows the paragon to be buffed. Paragons were nerfed to hell because paragon teams were so overpowered- well, this would make paragon teams not so overpowered. This would potentially make the paragon good!

Realistic Reasonings:
-It doesn't make much sense for all "commanders" to be commanding each other around.
-Of course, single target shouts can still effect other Paragons. This would be like a "direct order"- Paragons are commanders and they don't address the shouts made to the entire team, but just direct orders.

Just about every Paragon skill can be reworked in this method, making Paragons a good support class without being too overpowered in PvP!

It also prevents a group with only 2 paragons in it that are not abusing paragons to be effective.

How so? Every time the paragon uses a shout or chant, it will effect 7 party members and any allies. That's pretty effective if you ask me. Also, single target shouts and echos still can affect other paragons- the paragons can still help each other even in this change. And even if what you say is true... exactly how effective is a group with 2 paragons in it today? They would be MORE effective with this change, as the skills would be better- the paragons just wont get to all buff each other, which isn't really a big deal. Maybe a group with four paragons will start to see some negatives, but really... why would you want four of the same profession in a group anyway? Except for maybe a spike, but Anet obviously doesn't want paragons spiking anyway. This only effects massive paragons, so that people who use their paragons the way they are intended are not hurt (support), but people who use them as an army of 80 AL shield wielding casters may begin to see some drawbacks, which is good.

There are some skills available to completely shut down a paragon. I say when GWEN somes out they should pack in a few more.
